Its not too bad of a job, but you will probably need to remove a couple of itmes to make it easier. The Neon Service Manual says to take the through bolt from the front motor mount, and tilt the engine a little forward, to be able to take the starter out from below.
Thats not what I did. I removed the battery and its tray, then the radiator fan (or both fans, as our car has a.c.) Then you can reach the starter without so much difficulty. It has two good sized bolts that you reach from the drivers side of the bell housing (once the battery box is out), and it may have another bolt at the other end, I cant recall. The only caution; when reinstalling the new starter, be sure there are no cables/harness pinned between the body of the starter and the front of the engine block. Otherwise it wont seat evenly.
