Usually it's a combination of cams, ecu, c/r and/or fuel used.

In NZ, we also get 98 Octane at the pump in most places, and I kjnow my JDM B16a2 runs much better on the higher Octane. But with a bit of tuning you can prolly make up for it.

Honda would release slightly differnt vcersions of motors in different countries so they are 'tuned' to suit the fuels and conditions available in each particular country.
