What is the voltage reading with the switch in the number 5 position and the relay closed? It should be battery voltage.

If it is lower than the battery or non-existent, you have a bad connection or an open somewhere between the blower motor, relay and the ignition/battery source power. It could indicate that the relay has 'gone south'.

If you are getting increasing variable voltage levels on all other positions (1-4), the resistor pack sounds like it is still working OK.

When you examine the pack there is a two-sided circuit board and what looks like two horse shoe shaped resistors. (I'm doing this from memory, so bear with me)

If there is some scarring or burning of the circuit board material, the pack is going bad.
