That's correct. Copo, Yenko and Motion Performance are three of the Chevy "special" cars I recall. I'm sure there were more. Effectively, the cars were delivered to the aftermarket company, the stock engine removed and the upgraded engine installed, along with other necessary "goodies", and sold as "used" cars. Pontiac did the same thing with Royal Pontiac in Royal Oak. The Royal Bobcats are as notorious as the Yenkos! Olds did it too, with the "Hurst Olds", but performance wasn't as outrageous as the Chevy and Pontiac offerings.
Beginning in 1970, GM did indeed "lift" the ban. SS454, GTO 455, 455-powered 442s and GSs were all "factory installed".
