Personally I wouldnt bother with removing the cats. They are non restrictive and you really dont gain anything except more pollution and the headaches of trying to work around it.

Besides cat converters are federaly mandated which takes precidnece over any local laws. So if someone wanted to push it, removing them is a federal crime.
