Then you're not shunting the two pins together.
Make sure you put the paper clip (or other suitable shunt wire) to the two pins on the ALDL with the engine *and key* in the off position, then once the shunt is on, turn the key to "ON" but DO NOT START the engine.
You can't shunt the pins once the key is on - not only will it not work, but you could damage the ECM as well.
