2004 blower motor won't turn off-battery being drained

I have a 2004 Impala LS 3.4L Long story short... Battery dies unexpectedly, won't keep charge, Installed new one 5 days ago, it has died as well, when I finally get it home after a jumpstart I notice that the fan (interior) is still blowing even though I turned it off and the key is out of the ignition.

All interior fuses are good I finally get it to turn off after removing the blower fuse (which is good) on the upper underhood fuse box. What's going on?
Have I got a bad motor or relay?

The fan control seems to work, the light for which intake-exterior or interior turns off when I turn the fan speed switch to off. And the fan speed changes when I turn it up and down but the fan itself won't turn completely off when I turn off the car.
