My Neon is a 97, so Im this is only a wild guess - as I had a similar problem with a another car. If there is a weak battery connection, or bad electrical connection between the battery and the important circuits on the car, the buzzer that is supposed to tell you something isnt right - wont make its usual noise. Instead of the usual beep - it made a weird squeak that continued. I banged on the battery terminals and wiggled the wires a bit, and the car started. In my case it was one of the ground cables running to the body, whose attaching bolt I had forgotten to tighten down.
