When you have weird electrical things going on, the first thing to suspect is a poor ground. This would classify as weird. Start by cleaning the ground wires under the dash and between the firewall and engine, battery negative to engine, and battery negative to body.
The combination flasher relay is designed to chime when the turn signal has been on for 1/2 mile to remind you to either make the turn or turn off your turn signal. If you've cleaned the grounds and it still doesn't work, you have two choices: 1) get a digital meter and start checking the inputs to the combination flasher relay from the turn signal assembly (aka multifunction switch) or, 2) replace the combination flasher relay.
