Question about high beams on Civics....

Something I noticed the otherday, is that when your normal high beam is on (for H4 bulb Civics at least) ONLY the high beam filamanet is lit. But if you pull back the headlight knob too where you'd flick them or hold them on without totally enguaging them, it leaves the low beam filament on along with the high beam filament. Is there a way that I can have that happen ANYTIME my high beams are on, weather I hold the knob for them to be on, or click the knob to where they stay on till you click it back. I would like for both beams to be on simutaniously if that's possible. And if it is, how would I go about doing it, and would it be alright and cause no problems with my lighting system if I were to do that? Thanks!
