Thanks guys for your post. I figured it out. The equalizer I couldn't get adjusted that much because it was rusted. I did heat it with a torch and managed to get it turned about 10 turns but that wasn't near enough. So below is what I did for anyone in the future that may have to do this.
I have a 98 blazer LT 4x4 with disc brakes in the rear but it has drum parking brakes. When you take the disc/drum off at the bottom of the drum shoes there is a little knurled wheel. If you turn that it will adjust the shoes out or in. I turned it until I couldn't get the drum back on, then backed it off 2 clicks. Stuck the drum back on and made sure i could turn it easily by hand (make sure it's in Netural). Applied the parking brake and released it and checked it again. Then did the other side and went on a gravel road and pressed the paarking brake all the way down and checked for even skid marks. Went for a 2 mile drive and got out to see if I could smell hot brakes... nada... so I think I have them adjusted correctly now. I can also no longer press the pedal all the way to the floor.
