This sounds like it could be an issue the EVO (Electronic Variable Orifice)steering or your belt is getting wet (leaking water pump). Check the weep hole for moisture under the water pump. If that is dry, see if you have an electrical connection on the back of the power steering pump. If so disconnect it and see if the problem goes away or not.
