The only reason you'd really need to change the wires is if you're upgrading, they're damaged, or they're just really really old. And its perfectly fine to go ahead and put your new plugs in while you wait for the new wires.

As for how long to change your plugs, I'm not really sure, I always changed mine when I "felt" like it was time. I think I remember people saying placing them every oil change would be suffecient.
