Sounds like your EGR valve is stuck open. Exhaust gas recirculation is a good thing at cruising speeds, but not at idle. The easiest way to test it to remove the valve, make a blocking plate out of metal or heavy gasket material (using the gasket as a template) and put the EGR valve back on with the blocking plate. Now it can’t work. If that was your problem, the idle will smooth out.

It’s not going to hurt your engine any to drive around with the EGR blocked off, however it may be illegal in your state, it will increase NOx emissions and it will cause the CEL to come on.
