The cruise problem can also result from the switch on the steering wheel. On my 99, I had to take the switch out and clean out all the crud inside it (previous owner must have eaten lunch in it every day).

You can carefully pry the switch out, then dis-assemble it. A warning, you will need to make an extender connector in order to re-assemble it (parts from Radio Shack did the job for me, about a $5 fix).
