rotors, just because they are new doesn't mean they are w/in the lateral run-out spec. steering wheel vibration at highway speeds only when braking is the front rotors period. take them off. clean the hubs and the back of the wheels where they meet the hubs removing all the corrosion build up. make sure both screws on the rotors are tightened, and make sure all of your lug nuts are properly torqued in sequence. then try again, still vibrating then take them to a shop and have them turned on a good brake lathe and i bet you won't have any more vibration.
