Well I don't know Colts..but if you have moving wipers, then yes it is safe to assume you have a wiper motor.
As far as what else is on hte fuse, I don't know, but if it only blows when you turn on the wipers, I'd start looking for a short in the wiring to the wipers. If you look through the service manual, you should be able to find the location of the motor. Just trace the wiring, and look for an exposed wire.
