The first guess would be the ignition switch position adjustment or linkage.
The linkage rod and tilt sector/finger need to be engaged correctly for the ignition switch to operate properly. There is also a bit of slack in the mounting position of the switch itself to allow fine adjustment.
It is also possible that the ignition switch is damaged.
You'll have to analyze one circuit at a time to try to determine the cause.
If the car has an MSD or other CD-Type ignition box, that may be the source of the whine and the reason for the tachometer action.
What engine/fuel system/transmission are in the car?
