I think your flashers are in the same spot mine were ... under the dash, drivers side, between the brake pedal & fuse box, clipped to the dash support. Turn on one or the other & follow the sound.

Not on his 99'. The relay is part of the hazzard switch, but when the contacts or the MFS is bad it will do wierd things like he explained. All other relays are in the fuse boxs.
