From my understanding, as long as the suspension, engine, tranny, wheels, interior, etc. are in a seperate crate, you can declare it a kit car, put on the parts you had in the second crate, and register it as a kit car. If I read everything right, if everything is on the same crate, it is considered a disassembled motor vehicle and is illeagal under the clean air act.
