so - he thiinks it was not tightened properly or they kinked the valve cover gasket when they put it on last time? very possible that a small leak allows oil onto the header and that was your burning oil... but the last gasket job should have fixed it.

He said that the coolant looked a little low and that he suspected that I could have engine issues since he thought that there was water or some other substance in my oil. Is this an acutal cylinder head issue.

Did he change the oil? Seems any mexhanic that 'saw' a subatance in your oil would have been worried - it's not a good thing if it's true. Normally, it would be a leaky head gasket which would allow coolant to slip out of the cooling ducts and into the combustion areas.
There have not been many reports of head gasket failure on LSes.
