What engine is in the van, and was it running before you changed the fuel filter? If it was running and now with the new filter it doesn't I wonder is the filter in backwards? There should be an arrow on it for the correct flow direction.

I'm not sure why you think it's a fuel delivery problem, but assuming that it is. I would start by trying to determine if the fuel pump will run.

There is terminal for this on my 97 it's under the hood on a harness on the drivers side near the fire wall. It just sort of hangs there and looks like a loose wire that slipped off of a terminal. It's there so that you can hook it to battery current and the pump will energize...this eliminates all fuses and relays. If it runs then you have a problem with the circuit that energizes the fuel pump it could be the relay or fuses or wiring. You may or may not be able to hear the pump run..so you may want to test for pressure on the fuel line/ fuel rail. My 97 has a 3.3 with fuel injection and on the fuel rail is a schrader valve. You can depress the needle and see if there is any pressure...if it sprays out gas (be cautious) then the fuel pump is running.

You should update your post with some more details engine size, what things you tired that are pointing you to the fuel system etc. so more of the real experts at this forum can help you.
