Bypassing Ignition/Neutral switches

My 98 Cherokee has had intermittent starting problems. I recently had some rear end work done. When I picked it up they told me they replaced the NSS. It started OK for a few weeks but then the starting problems began again. At first I thought it was a bad battery because it would take a jump. I got a new battery and had the starter bench tested. Again, it started at first but eventually just intermittently. Now when you turn the key you can hear what sounds like a relay click under the glove box but the starter won't turn. It will not take a jump but I did the following test and got it to start. Now, how can I tell which component is to blame?

Jump a wire between the + battery terminal and the terminal on the starter with the small wire. This will bypass the ignition switch. The motor won't start when you jumper it this way unless the key is turned to the on position. You can do this from the bottom side. Just make sure it isn't in gear because this also bypasses the neutral safety switch. Hope this info helps.
