Im guessing its the tires or the shocks.

To make sure its not the tires you could switch each of the tires out with a spare tire and run it down the road to see if it has changed. Just because a tire shop said they didnt find a problem, doesnt mean its not a tire. Just because they seem balanced doesnt mean they arent out of round or have belts seperating, Ive seen this same thing happen a bunch of times, its usually is the tires.
