Figured it out!
Thought maybe the fuel pump was over pressurizing due to being gummed up, but that didn't change anything but my wallet and pride. Finally realized that the float hinge pin sits in a recess that has a considerable vertical gap. When the top of the carburetor is installed the float still has room to rise. Therefore the float could not pivot enough to shut the needle valve. Rebent the tab and voila!! It works like a champ.
