When you say "won't heat" do you mean engine doesn't come up to operating temp or no heat from heater?
If it's the engine, your lack of temp may be causing the black smoke (running rich) and low MPG. Coolant flows through the intake manifold and there are some temp sensors there. Can't remember all the details offhand but something to think about.
Doubt it's a water pump problem, if they don't flow enough coolant you'd have the opposite problem (overheating).
