My Trooper had the exact same problem, acting like it was running out of gas on any long uphill climb.
It turned out to be a clogged fuel filter. I replaced the filter and it fixed the problem on my Trooper.
I cut it apart later and could not believe the amount of dirt and sand in there.
Cruddy expensive gasoline, thank you Chevron....
