Do i just take them off and use a water hose running water through one side until it comes out the other?

And do i need to replace coolant? What kind do i need to get(remind you I'm on a limited budget)

Also, read somewhere about the rad. hoses warming up my top hose is hot and the bottom one is cool what ever that means.
