On my '95, I was able to disconnect the drive linkage to the shaft and then pound the shaft out (the shaft wouldn't even spin due to the rust.) Wrap some fine grit sandpaper around a pencil and sand any rust / dirt off the bushings. Clean up the output shaft too. Coat the shaft contact areas and bushings with lubricant. I used white lithium grease, which did not work too well in my situation. Sometimes the wiper works, sometimes it doesn't. My plastic gears are fairly worn and stripped, so a little crud will stop it from working.
