The delay module is usually located under the steering column just below the dash.You can usually trace the wiring under the column by removing the hush panel below the column.The arbitrary wiping of the wipers is typically a problem with the wiper motor grounds at the firewall or the screws at the base of the wiper motor. Replacement of the ignition key and cylinder is fairly straightforward you just need a lockplate compressor tool to gain access to the turn signal switch, which has to be lifted to gain access to the release tab on the lock. There is also a torx screw that could hold the cylinder in place instead of a tab, a quick look at the new replacement lock would reveal this. Also note that the cylinder has to be removed and installed in the "run" position,anything else let me know good luck.
