Yes, I can shift into reverse with really light pressure on the brake pedal, but the lights will not work until I step on the brakes all the way down. Its strange, because even when I disconnect the "tapped" wire from the reverse lights, meaning only the "constant ON" side of the switch will work, it still only comes on when I step on the brakes. Even though there is no electrical connection with the vehicle.

It looks like I am going to have to take it all apart and start over. Seems like a simple problem to remedy, but I just can't figure out the problem.
