The fuel pump only runs for 2 seconds when you turn the key on. Then the key has to be off for 10 sec before the pump will run again. You need to be at the fuel tank when the key is turned on to hear the pump run.
Check your battery voltage. A weak battery will cause hard starting as you described and will also cause a no start, as the fuel pump needs max voltage to get the fuel pressure up to and above 61 psi, which is needed for the engine to start.
Put a jumper wire on the fuel pump test wire and see if your pump runs, if so check the fuel pump pressure at the schrader valve.
