I that it's a Tamiya paint stand. I have one just like it - it is even just as dirty as Mr. Ping's
You can buy it easily for around 15$. It's a great tool and very much worth the money. You just need to make sure that you push the two parts WELL together otherwise you will be as pissed as I was when my freshly painted Dino dropped on the floor
