it won't rev at idle or under load? if it won't rev under load (maybe won't go faster than 20mph) it is possible that they exchanged the banjo bolts on the fuel fittings. the one with the small hole (it is barely noticable) should be on the top near the throttle arm and marked "out" on top, and the one with the big holes (three of them) should be in the fitting near the timing belt end of the pump.

that is assuming that the leak was fixed.

used pumps go for around $100- 150 on ebay, rebuilt ones cost more and new pumps cost around $1800- 2000 (no, that was not a typo). it sohould only cost about $300 to have it rebuilt, but you'll have to send it away unless there is a pump rebuilder in your area, your shop should be able to give you some insight here. practically any bosche pump for a four cylinder will work, but if yours is not turbo don't bother buying one with the aneroids (big ufo looking things on top).
