I checked for 12 volts coming into the motor from the wire harness before I ever jumped the motor and it checked good. Is this a automatic control unit?
If so a scanner can be used to get HAVC codes.
On a cry they use a ground circuit to control operation of blower and other stuff.
You can not do a proper test by jumping 12 volts to it.
You need to get a good wiring diagram of all circuits to test it.
Also on testing blower motor always run a amp draw test on it to.
