Could be a few things here.
A. improperly balanced tires.
B. directional rotation tires, going the wrong way
C. warped rotors
D. loose lugs
E. although I've not known it to shake the steering wheel, unbalnced driveshaft.
The rings your mechanic refered to, haging to do with the ABD is probably the reluctor ring?
