Well, given that, I'd say that you should start saving up all your money right now. Unless your parents are going to pay for it, it'd be real cool to have a big savings account ready when you seriously get into it. I would honestly not recommend you fly too much for the next couple years because you can't get your license untill you're 17 anyways. If, in that time, you could put together $5k to pay for flight lessons, then you could get the license in a single summer or something...which is definitely nice. Arriving at college with your Private is a big help as it puts you a semester ahead, but you don't want to get too much time because most schools want to "train you" in their own ways. In short, they don't want you to have bad habits.
Currently the top 3 flight schools are North Dakota, Purdue, and Embry-Riddel. Each has it's own advantages, but Purdue gives you the most actual flight time and, IMO, the best overall experience. Last semester we had a Vice President from United in that claimed Purdue was, without doubt, in her opinion the best aviation school in the nation...if not the world.
