First do you have vacuum coming into the passenger compartment? It is a small violet colored lline (1/8 inch dia) from the engine compartment that connects to the black line. It is viewable from under the dash with the passenger hush panel removed. When the motor is running, is there vacuum on the end of that line?

There are the lines you had to remove to send the programmer out. If you have vacuum try switching modes and feeling the vacuum motors above the accelerator pedal with the motor running. One of these is the vacuum motor that closes off the defroster ducting and forces that air to come out the dash vents for air condition.
