They are certainly heater hoses. They are ferrule-crimped hoses connecting to steel lines. They are normally replaced as a complete assembly ($$$) but can be repaired with standard heater hose and worm-drive hose clamps. The ferrules must be cut away longitudally (in line with the hose) and split away from the hose. It's far easier to do this with the whole hose/standpipe assembly off the vehicle, but if you are patient and industrious, you might be able to do it in place.

I presume you are asking about the hoses pictured in the top/center of this photo?
