RPM/Tachometer problem

Hi I own a 1984 mazda RX7 stock.

1st problem : I am experiencing a weird problem with the RPM/Tach guage. When I am in idle and/or driving the tach/RPM guage goes nuts. Almost as if it is losing current/power. Then it comes right back up to normal. It almost sounds as if a relay is going bad or something because I here something clicking as it fails. I dont know if this problem is contributing to the car to shut down and then not wanting to start, in any event I may have two unkown problems but would like to resolve one at a time. Can anyone help? What can be causing this problem.

2nd problem: Car shuts down and does not want to start, feels as if it losing gas and or power. I then have to let is sit for a few days drop a cap of oil down the carb and some starter fluid and she fires right up. I have purchase plugs, wires, distributor cap and roter. Still having problem. My next step is to change the fuel filter to see i it is clogged and/or going bad. Any suggestions?
