pull the whole board out of teh car and sand all the old glue and foam off. if you just spray the glue to the old foam it wont stick as the foam is deteriating and hence it is falling like me off a bridge. once you have sanded it down to a nice clean surface spray the poo-poo outta it with something like 3M super 77 and smoothe on your new headliner material. Im debating to redo mine with the same vinal I am going ot do my doorpanels with so it is all the same. the Vinal is 6.99 a yard while basic blac headliner material is 12.99 here.
