I read some posts on how to fix this. They suggested to take apart the steering wheel covering to get at the switch to clean it, here's what I did.
1: Disconnect the battery and put he steering wheel in the up-right position.
2: Took the rubber boot, that covers the bottom half of the switch, and pulled it out and up over the lever then and it in place with a rubber band.
3: Then I tied the lever up, the same position as your high-beam, to the steering wheel to keep it out of the way.
4: If you look to the left of the lever in the column you can see 5 round brass contacts with small holes in the center arranged in a half circle. Those are contacts that have to be cleaned.
5: Spray the contact cleaner then spray the dry air to dry the housing out, do this for about 4 or 5 times, rotate the headlight switch for each time you spray.
6: Let the car stand for 15 to 20 minutes to insure that its dry and thats it.
7: Re-connect the battery, reset the date and time and your done.
It worked for me on my ‘97, hope this helps.
