I would guess that it is not a problem.
My '96 has done that now and then...for just around a second or 2....and it is doing just great.
I seem to remember older cars would put out rich exhaust....even backfire under those conditions...as the system has a big momentem going......and then to very little very suddenly...so I would say the PCM does this to prevent this rich mixture.....better overall for the engine and even the transmission.
I would guess that it might be worse if you let off the accellerator just as the IMRC is opening.....the PCM has just commanded the max.....and you suddenly ask for the minimum.
7-10 seconds does sound a bit long.....if unsure about the IAC, you could try cleaning it with SeaFoam or WD-40....but I would expect other problems with the IAC than that.

The other thing that is normal is for there to sometimes be a lag from when you floor the pedal, and when it takes off....it is designed this way to be easier on the transmission....from what I have read.

Yet another thing you may notice is during full accelleration the vehicle seems to really take off when the RPMs hit 2900 to 3000.....that is when the IMRC opens the 2nd set of butterflies, doubling the air opening into each cylinder.

These things, of course, do not help your fuel economy, but help when you need to pass someone, or merge into traffic getting onto the freeway.
