For your electrical problems, I wouod chech the grounds and the connections to make sure they are clean and tight.
Your oil leak could be the seal around the camshaft position sensor or the rear main seal. The new gasket went into production SOHC's in September of 1998 (part of the '99 m/y), with the DOHC following shortly after that, probably before November of '98...so check your build date!
