you may have power, but without a good ground there's nowhere for the power to go. almost all electrical circuits in vehicles have power always supplied, but are activated by opening a path to ground.a quick check for bad grounds is to check for voltage on your coolant. with the engine cold remove the radiator cap and start the enginge. put one lead in the coolant and the other to a frame ground. voltage on the coolant should be less than .03 volts, any thing more indicates bad grounds.

Chris is right, try disconnecting and cleaning the battery connections first.
