No they won't be. As i said, this is a fact: the clock race is over for the near future, they will still climb slowly but its doubtfull we'll even see 10 GHZ in 4 years let alone 400.
You don't belive me look at AMD or Intel road maps. The architectural focus is on numbers of instructions per cycle and paralellism.
