Check the fuel pressure regulator located on the fuel rack. Pull the vacuum line off of the regulator and sniff it for the smell of gasoline. If you smell gas in the vacuum line, your regulator is bad. Replace it. Took me 10-15 minutes to remove the old one and replace it with new.

I am afraid a 99 with external regulator is a little bit diferent than the 91.
