The only thing I know about this is that if the flasher button is not plugged in, you will not get any blinkers (but your flashers won't work either), so that's probably not your exact problem, but it could lie somewhere along that line. Start checking wires and make sure everything is connected and there isn't anything dangling or grounding out.

As for the brakes, does the whole taillight assembly go out when you hit the brakes, or just one bulb? If it's just one bulb I think that you have a bad bulb that just needs replacing.
