You hit it on the head...check you vacuum lines for cracks and your vacuum ball resevoir's integrity. Sounds like the resevoir isn't holding vacuum, and the vacuum operated accessories drop when vacuum level is low. I assume you still have the old style vacuum signalled cruise transducer. Check the lines to and from it also.
