I can’t switch between outside vent and recirculation. Right now it is stuck in using outside air, which is fine for Winter but now that is summer want to go into recirc mode as this make the A/C work better.

Where is this vent located, and what’s the best way to get at it?

I assume it’s a vacuum tube trouble or stuck vent. I dug around behind the glove box a bit but can’t seem to find this vent.
